Indonesia plans to outlaw the app Telegram as its CEO faces charges in France

The CEO of Telegram, Pavel Durov, is currently facing an official indictment in France. He was released after a court appearance on August 29, 2024, after paying a €5 million surety. However, he was prohibited from leaving the country. The trial encompasses a variety of allegations that are pertinent to his position within the messaging service.
In July 2024, French authorities initiated an investigation into Durov, accusing him of providing encryption services without prior declaration, money laundering, criminal association, and complicity in unlawful activities. A French airport was the location of Durov’s detention on August 24. His release from custody occurred on August 28, but he continues to be subject to judicial oversight.
Indonesia is contemplating a moratorium on the messaging platform as a result of inadequate moderation of unlawful content, according to local sources. Indonesia is one of the countries with the highest number of Telegram users globally. According to Budi Arie Setiadi, Indonesia’s Minister of Communication and Information Technology, the authorities are currently in the process of assessing the feasibility of banning Telegram.
Indonesia is apprehensive about the distribution of illicit content on Telegram, which includes the alleged promotion of online wagering and the dissemination of pornography, according to the minister. Local authorities are also contemplating the possibility of prohibiting Bigo Live, a global live streaming application owned by Singapore-based Bigo Technology, in response to comparable allegations.
Budi asserted that Telegram and Bigo had both pledged to enhance content moderation in response to the Indonesian government’s requests. Nevertheless, the organizations have not implemented additional moderation strategies or offered a tangible resolution. The minister also stated that he would personally prefer to “close down” Telegram and Bigo Live; however, adequate research is required prior to implementing the restrictions.
He cautioned that the platforms’ restrictions in the country would be inevitable if additional evidence of unlawful content distribution were presented. He stated, “We act based on the evidence garnered by our team.” If we discover evidence of depravity or the promotion of wagering, we will proceed with the barring of the platforms.
Indonesia is the third-largest country in the globe in terms of Telegram utilization. Telegram would experience a substantial decline in its user base if Indonesia were to prohibit its use. With more than 27 million app installations, Indonesia is the third-largest country in the globe in terms of Telegram utilization, as per Demandsage data.
Telegram had over 950 million active monthly users as of July 2024, with India dominating the pack with over 100 million users and Russia in second place with 34 million users.
